US Secretary of State Antony Blinken and Romania’s Minister of Foreign Affairs Luminița Odobescu signed a memorandum of understanding (MOU) today to bolster cooperation between the United States and Romania in countering foreign state information manipulation.

The MOU is a significant step in addressing the growing threat of disinformation and propaganda, which pose serious risks to national and global security. The U.S. and Romania aim to enhance bilateral cooperation and align government policies in accordance with the U.S. Department of State’s Framework to Counter Foreign State Information Manipulation. This framework outlines five key action areas: information sharing, capacity building, policy alignment, public resilience, and multilateral coordination.

Disinformation and propaganda can create or exploit divisions within and among countries, threaten election integrity, and undermine public trust in government. The agreement will facilitate greater information sharing about foreign disinformation operations, enhance social resilience through capacity building, and improve coordination with other countries and international organizations. By working together, the U.S. and Romania aim to better counteract the harmful effects of state-sponsored information manipulation campaigns.

In light of the growing cyber threats from state actors, this MOU also underscores the importance of cybersecurity collaboration between allies. The U.S. and Romania are part of a broader effort among NATO members and other partners to strengthen cyber defenses and protect critical infrastructure from cyberattacks. This includes sharing intelligence on cyber threats, conducting joint training exercises, and developing common strategies to deter and respond to cyber incidents.

Romania, a strategic partner and NATO member, has been actively involved in regional cybersecurity initiatives and has hosted several international cybersecurity exercises. The country’s National Cyber Security Directorate works closely with the U.S. Department of Homeland Security and other agencies to enhance cyber resilience.

The signing of this MOU highlights the ongoing efforts by the U.S. and its allies to confront the evolving challenges posed by state-sponsored cyber and information threats, ensuring a secure and reliable information space for all.
