In a concerted effort to fortify the global nonproliferation regime, the United States has announced decisive measures aimed at disrupting procurement networks involved in activities of concern related to the proliferation of weapons of mass destruction (WMDs) and their means of delivery.

Under the provisions of Executive Order 13382, targeting entities facilitating the spread of WMDs, the U.S. has identified and designated four entities for their involvement in supplying missile-applicable items to Pakistan’s ballistic missile programs, including its long-range missile initiatives. Three of these entities are based in the People’s Republic of China, while one operates out of Belarus.

The entities marked for designation are Minsk Wheel Tractor Plant, Xi’an Longde Technology Development Company Limited, Tianjin Creative Source International Trade Co Ltd, and Granpect Co. Ltd. Their activities or transactions have been deemed to materially contribute to, or pose a substantial risk of contributing to, the proliferation of WMDs or their means of delivery by Pakistan.

In a statement, U.S. authorities emphasized their commitment to bolstering the global nonproliferation regime through collaboration with international partners. They underscored the resolve to deter and disrupt proliferation networks of WMDs wherever they may emerge.
